Anne Hathaway is president and chief executive officer of Hathaway Strategies, an innovative grassroots public affairs firm headquartered in Indianapolis. Anne has extensive public service and political experience as a member of the George H.W. Bush White House, U.S. Treasury Department and the Republican National Committee.

In August 2023, Hathaway was tapped by Governor Eric Holcomb to serve as Chairwoman of the Indiana Republican State Committee and was the first female chair in the organization’s history. Since 2018, Anne has also served as Indiana’s National Committeewoman on the Republican National Committee. She served as chairman of the Committee on Arrangements for the 2024 Republican National Convention in Milwaukee and as co-chair of the Temporary Presidential Debates Committee. She previously served as Chair of the 2024 and 2028 Republican National Convention Site Selection Committees.

Anne served at the White House as Assistant to the Vice President and Director of Scheduling and Public Liaison for Vice President Quayle, was Chief of Staff and Midwest Regional Political Director for the Republican National Committee, Program Director for the 2012 Republican National Convention, and was Executive Director of the Indiana House Republican Campaign Committee.

Anne currently serves as Executive Director of the Richard G. Lugar Excellence in Public Service Series, which has trained nearly 700 Hoosier women to engage in public service and politics. In addition, Anne chairs and serves on many local and national not for profit boards and is a sought-after speaker, especially about the current state of political affairs and the leadership roles women can play in business and politics.

For four years in a row, 2022-2025, Anne has been selected as one of the Indianapolis Business Journal’s 250, a list of the state’s most impactful and influential business and community leaders. She was recognized as a Sagamore of the Wabash by Governor Eric Holcomb in 2024.

In 2019, Anne received the Career Achievement Award from the University of Illinois College of Agriculture. In 2015, Anne was named an Indianapolis Business Journal Woman of Influence. Other awards and honors include being named to POLITICO’s Top 50 Politicos to Watch, 2013 Torchbearer Award Winner from the Indiana Commission for Women, the Lugar Series Nancy A. Maloley Public Service Award, the Iron Jawed Angel Award from the National Excellence in Public Service Series and in 2016, the National Association of Women Business Owners – Indianapolis Trailblazer Award.

A veteran operative with years of experience at the local, state, and national levels, Tim Phelps specializes in campaign management, strategic planning, and grassroots/field operations to craft creative solutions for corporate and political clients as vice president of Hathaway Strategies. 

Since joining the company in 2010, Tim has built a reputation as a jack-of-all-trades problem solver who is as likely to be found helping clients craft effective messages or digital strategies as he is working behind the scenes running production at client events. 

In 2016, he served as lead strategist on a successful campaign that defeated the only incumbent Democrat on Indiana’s statewide ballot earning over 1.4 million votes in a 53 percent victory. 

Tim also has years of experience in scheduling, advance, logistics and event management, serving as producer or lead at major events ranging from conventions, rallies and press conferences to inaugural ceremonies and statewide gubernatorial debates.

In 2021, Phelps was installed as an elected member representing District 7 on the Indiana State Fair Board while serving as Vice President. He also serves as Executive Director of the Indiana Ethanol Producers Association and as President of the Indianapolis Downtown GOP Club. Phelps was recognized as a delegate to the 2024 Republican National Convention and as an alternate delegate to the 2020 Republican National Convention. He was recognized as a Sagamore of the Wabash by Governor Eric Holcomb in 2024.  

Prior to joining Hathaway Strategies, Tim served as Political Director and Deputy Campaign Manager for a gubernatorial candidate in Michigan where he directed all voter contact, field and turnout efforts and developed new media strategies for the campaign. Previously, he was senior advisor in the Michigan Department of Attorney General. 

Tim spent two election cycles at the Republican National Committee, eventually serving as director of special projects in the Political Division. While at the RNC, he worked directly with national, state and local candidates as well as state parties and activists across the country as the point person for hundreds of political, finance and grassroots events in nearly every state. He also completed a stint as a regional field director in Iowa and as a state legislative staff member in Michigan. 

Tim is a native of Dearborn, Mich., and a graduate of James Madison College at Michigan State University. He resides in Indianapolis with his wife Alissa. 

An avid baseball fan, Tim has attended a game in over 100 major and minor league ballparks across the United States and Canada. He is a lifelong fan of the Detroit Tigers and avid supporter of the AAA Indianapolis Indians. In addition to baseball, he enjoys traveling, downhill skiing, the Indianapolis 500, live music and Spartan victories on the basketball court and gridiron.

Joe Elsener serves as Vice President of Hathaway Strategies and has over a decade of grassroots, political and government experience, most recently in senior roles at the Indiana Republican Party and for Governor Eric Holcomb.  

Beginning with a role in the office of Senator Richard G. Lugar, Joe has held key roles at every level of government, political campaigns, including multiple stints at the Indiana Republican Party. Joe has built a reputation as a person who likes to work behind the scenes to build durable statewide coalitions, solve problems and win.  

Joe is passionate about good government service and grassroots politics. Most recently, he served as the Executive Director of the Indiana Republican Party. During his tenure, the party saw wins up and down the ballot including winning a record number of mayor’s offices in the 2023 municipal elections. 

Prior to serving as Executive Director of the Indiana Republican Party, Joe was a long-time leader in Governor Holcomb’s political operations including serving as Deputy Campaign Manager for the historic 2020 re-election campaign and later serving as Executive Director of Eric Holcomb for Indiana. 

Joe also served in the Holcomb Administration during most of the Governor’s first term in office. As Director of Intergovernmental Affairs, Joe’s responsibilities included building coalitions of support to deliver the Governor’s agenda, helped lobby the legislature on the Governor’s legislative priorities and served as the main point of contact for all local units of government across the state of Indiana.  

Before joining Governor Holcomb’s team, Elsener spent time in the Lt. Governor’s office and worked several election cycles with the Indiana GOP, serving as a Regional Field Representative and ultimately the Statewide Field Director. Through his time working in politics and government, Joe has been able to visit all of Indiana’s ninety-two counties at least twice.  

Joe recently finished his term as the Chairman of the Marion County Republican Party and works in his free time to help with party activities in the state’s largest county.  

Joe is a proud graduate of Roncalli High School and Marian University. He grew up on the south side of Indianapolis where he still resides today. He is the seventh of nine kids and loves spending time with his family and friends. Last but not least, Joe loves all things Indianapolis Motor Speedway.

Project Manager and Executive Assistant to the President

Abriana Carnes joined the Hathaway Strategies team in 2023 and has since served as a Project Manager and Executive Assistant to the President.

As the project manager over the Richard G. Lugar Excellence in Public Service Series, a leadership organization focused on increasing the influence and participation of Republican women across the state of Indiana, Abriana connects with a vast network of alumnae and class members while planning events and monthly class sessions for the program.

Prior to her time at Hathaway Strategies, Abriana spent a year as a Communications Fellow serving in the Office of Governor Eric J. Holcomb. Working directly on the Governor’s communication team, she aided in media relations, content creation, photography and state agency communications, specifically with White River State Park and the Indiana Department of Natural Resources.

Abriana began her career in politics as an intern at the Indiana Republican Party where she assisted in the planning of the 2021 Inaugural Ball for Governor Holcomb, creating the promotional materials and graphics for the event. She also produced weekly newsletters, social posts, press releases and op-eds on behalf of the organization.

Abriana graduated with a B.A. in Public Relations from Taylor University in May 2022 and currently lives in her hometown of Shirley, IN.

In her free time, Abriana enjoys traveling, photography, design, baking, spending time with her family and exploring state parks with her dog, Minnie.

Gabe Roesli joined the Hathaway Strategies team in 2023, following his graduation from Indiana University in Bloomington. 

As a project manager, Gabe builds relationships and successfully delivers for clients by engaging Hoosiers on a range of advocacy and public affairs projects from healthcare to energy and everything in between. 

In 2021, Gabe got his start in politics when he joined the Indiana Republican Party as an intern focused on Senator Todd Young’s re-election campaign. He prioritized grassroots outreach to collect petition signatures at fundraisers, 4-H fairs and parades. When he was not at events, Gabe spent time knocking on doors and making phone calls to connect directly with voters, helping to overwhelmingly re-elect the Senator to a second term.

While double majoring in International Studies and German with a minor in Business at IU, Gabe studied abroad in Vienna, Austria, where he completed an internship at the Austrian Marshall Plan Foundation. Here, he improved his German-language skills while translating documents, drafting official letters and assisting in event planning.

Gabe is a graduate of the Republican National Committee Campaign Management College in Washington, D.C. 

A lifelong Hoosier with familial ties to Switzerland, Gabe lives on the south side of Indianapolis. Along with traveling, he enjoys hiking, attending concerts, weightlifting, running and trying new restaurants with friends.
